Immigration, Refugees and Citizenship Canada (IRCC) has unveiled key changes to the International Student Program, aimed at enhancing the program’s integrity and safeguarding students from fraud. Designated Learning Institutions (DLIs) will soon be required to verify every applicant’s acceptance letter directly with IRCC. By the fall of 2024, a "recognized institution" framework will be implemented, offering benefits such as priority processing for study permit applications. Additionally, a comprehensive review of the Post-Graduation Work Permit (PGWP) criteria is underway, marking the first such review in a decade.

The PGWP allows international students completing eligible Canadian post-secondary programs to work for any employer in Canada for up to three years, depending on their program’s length. This work experience is crucial for those seeking Canadian immigration. The eligibility criteria include completing an eight-month program at a DLI, maintaining full-time student status, and graduating from an eligible institution. Waivers to full-time study requirements during the pandemic have been implemented.

Statistics from a 2022 study reveal a consistent rise in PGWP holders, with 29% of 2008 graduates holding a PGWP five years later, compared to 52% of 2013 graduates. The total number of PGWP holders increased from 10,300 to 64,700 between 2008 and 2018. China and India accounted for 66% of PGWP holders in 2018. As of 2022, over 286,000 international graduates held a valid PGWP in Canada, with tens of thousands successfully transitioning to permanent residence annually, reaching a record high of over 157,000 in 2021. In 2022, nearly 95,000 individuals achieved permanent residency, marking the second-highest total ever.
