Quebec is set to introduce major changes in its post-secondary education system, causing concern among international students. Starting in Fall 2024, tuition fees for out-of-province students attending Quebec’s three English universities will double, with rates rising from $8,992 to approximately $17,000 per year. This hike aims to promote the use of French in the province
The tuition increase will affect undergraduate and graduate students, excluding those already enrolled and PhD students. Concurrently, Quebec plans to modify its Programme de l’expérience Québécoise (PEQ) immigration pathway, introducing a fast-track option for francophone foreign students and those who completed their studies in French. This change allows eligible students to apply for permanent residency immediately after graduation, bypassing the previous work experience requirement.
The impact of these changes is substantial. For international students attending English universities, the already significant tuition gap between international and domestic students will widen further. Statistics from 2023/2024 show that international undergraduate students pay over nine times more than their domestic counterparts. Additionally, the PEQ modifications create limitations for international graduates, especially those without sufficient French-language skills, hindering their immigration prospects and potential participation in the Canadian workforce.
These alterations signify a significant shift in Quebec’s approach to international education, posing challenges for students seeking higher education and post-graduation opportunities in the province.
